Welcome to the Shropshire, Herefordshire and Worcestershire Safeguarding Children Boards Inter Agency Child Protection Procedures for Safeguarding Children
This is the first update of the Consortium's Procedures Manual and incorporates a number of additions and amendments which are summarised in the list below. The Contents List also highlights where additions and changes have been made.
- One of the most significant additions is the new West Mercia Multi Agency Protocol for the Management of Sudden and Unexpected Deaths in Infants and Children.
- The 'Persons Posing a Risk to Children: West Midlands Region Multi Agency Guidance Manual', which was finalised in March 2008 has been added
- We have also added a new Part 11 called 'Local Procedures'. This gives the opportunity to each Board to add any local protocols or guidance specific to its local resources.
- There are two new guidance chapters on safer working practices with children and young people - Guidance for Safe Working Practices for Adults Working with Children and Young People and Guidance for Safer Working Practices for the Protection of Children and Staff in Education Settings.
- Guidance issued by the General Medical Council for Doctors on Working with 0 to 18 year olds has been added
- The Policy, Principles and Values chapter and several chapters in Part 3, Managing Individual Cases have been amended to strengthen the participation of children and young people in the process - these amendments have been made as a result of comments and feedback from children and young people in Worcestershire.
- Safeguarding Around the Time of Birth has been amended at paragraph 6.1 to emphasise the legal position that a baby may only be separated from his or her mother with her consent or under the authority of Police Protection or a Court Order.
- Children Abused Through Commercial Sexual Exploitation including Prostitution has been amended in Section 3 to correct the age of consent for boys from 18 to 16.
- A sample 'Referral Form to the PoCA (Protection of Children Act 1999) List' has been added to Allegations Against Adults who Work with Children and Young People
- The Contact Details Appendix has been updated and re-organised in an attempt to make it more user friendly

1. Policies, Principles and Values
The manual contains one chapter, summarising the key policies and values and principles in relation to consultation, confidentiality and recording. All staff and managers must ensure they apply procedures in the context of these policies, values and principles.
2. Keywords and References
Keywords are terms or phrases which require further definition or explanation (such as ‘Significant Harm’, ‘Child Protection Plan’ or ‘Initial Assessment’).
This manual contains a ‘Keywords Appendix’ with definitions and cross references, some of which are highlighted within the body of chapters, like this Significant Harm. If you find a Keyword like this, access the definition by clicking on it.
The majority of terms are not highlighted, but are defined in the Keywords Appendix accessed from the top of every chapter and via the Contents list.
There are various cross references in the manual, both within chapters and between chapters. Such references are highlighted as follows: see Sec 47 Enquiry and Core Assessment Procedure; simply click on the reference to go to the relevant section or chapter.
